UNV YOUTH PROJECT

Terms of Reference
Title: International UNV ICT Specialist
Duty Station: Bishkek, Kyrgyzstan
Duration of contract: Twelve months
Starting date: 1 February 2004

Introduction: This post is a United Nations Volunteers Program Assignment and based on the values of free will, commitment, engagement and solidarity, which are the foundations of volunteerism. Volunteering makes important contributions, economically as well as socially, to a more cohesive society by building trust and reciprocity among citizens.

The United Nations Volunteers is the UN Organization that supports sustainable human development globally through the promotion of volunteerism and mobilization of volunteers. It serves the causes of peace and development through enhancing opportunities for participation by all peoples. Volunteerism is diverse and is embedded in all cultures and traditions.

Project Background: This project will focus on youth volunteerism in Kyrgyzstan through their capacity development by providing volunteer management skills and resources to youth organizations and community based activities. The project will run for two years and is financed by the Japanese Government, UNDP in Kyrgyzstan and United Nations Volunteers (UNV). UN Volunteers in Kyrgyzstan is the leading agency.
Supervision: The IUNV will be under the overall supervision of the the UNV Programme Officer and day-to-day supervision of the Project Manager.

Responsibilities: The ICT Specialist will have the following duties and responsibilities:
Identify strategic areas of ICT development in the regions and within the project
Develop the database of all local volunteer organizations in the country.
Support to website design and development of interactive networks.
Develop and maintain network with online volunteers and enlist their inputs in various areas. Promote the use of online-volunteers in Kyrgyzstan.
Identify areas of collaboration with UNDP ICT initiatives and other actors with the aim of building synergies in the area of ICT for Development.
Identify training needs and provide training to all actors in the project on ICT related areas.
Identify and mobilize Youth Volunteers on ICT from universities to support youth centres and other innovative initiatives expected during the project.
Provide requested support to the Volunteer Information Centre and UNV CO on ICT
Undertake any other activities required by the project on ICT and other areas as decided by the Project Manager

Qualification and Experience:

The incumbent should have a degree in Information and Communication Technology with at least 5 years of working experience on ICT. He/she should have strong interpersonal skills and experience in planning and implementing training on ICT. A strong background in data processing and knowledge on a wide range of computer software as well as building virtual networks and designing websites. Previous experience as a volunteer will be an asset. Russian language skills is an asset.

In line to promote the number of Japanese UN Volunteers under the project preference would be provided to Japanese nationals.
