  5. Largest power plant in Nepal open Source: BBC Online Nepal's King Gyanendra has officially inaugurated the country's largest hydro-electric power plant. The multi-million dollar Kali Gandaki plant has the capacity to produce huge amounts of power in a country where many people do not have electricity.But critics of the $450m plant argue that it has displaced the area's indigenous people and damaged the environment. Another worry is that Maoist rebels are active in the area. The new power plant has the capacity to generate 144 mega watts of power, vitally important in a country with a desperate shortage of electricity.But critics argue that local people have not benefited from the project financed by the Asian Development Bank. In an interview with the BBC last year Gopal Siwakoti of the Water and Energy Users' Federation said that the plant would have a double negative impact.He said it would not provide local employment and would damage the local environment. "The main tradition is fishing," he said, "but now there are no fish around." Local Flooding Mr Siwakoti accused the Asian Development Bank of reneging on its policies towards indigenous people by not providing alternative land, housing and incomes. Environmentalists have also warned that cultural and religious sites could be threatened by the construction of the dam, which may also trigger local flooding.But the builders of the dam stress that they have done all they were told to do by the government.They say that those displaced by its construction have been given training for new employment in addition to houses, schools and medical assistance where necessary. But indigenous people say their new homes - near one of the world's largest power projects - do not even have electricity.The BBC's Sushil Sharma says that another worry for the authorities is its location in an area where Maoist rebels are active.Our correspondent says that security is bound to be a grave concern.Experts estimate that Nepal has the capacity to produce 83,000 mega watts of power if it utilised all its river resources across the country. But only a fraction of that potential has been tapped so far.It is estimated that less than 20% of the country's 23 million people have access to electricity.

Row as Nepal gets peace-fund jets Source: BBC Online Foreign Secretary Jack Straw is to use a British peace fund to provide Nepal with two military aircraft.The Foreign Office says the aeroplanes, to be paid for by the Global Conflict Prevention Fund, are "non-lethal". The move follows a row last year when the same fund was used to buy military helicopters to assist the Nepalese army to combat Maoist insurgents.Parliament has not yet been informed of the decision, which was reported in the Nepalese national newspaper. The UK Government was criticised by committees last year for "covert" use of the peace fund, which MPs called "a mistake". Liberal Democrat foreign affairs spokesman Menzies Campbell told the Guardian: "Statements from Kathmandu are no substitute for informing parliament."But a Foreign Office spokesman said: "We don't accept that the same mistake has been made." He said Parliament would get a chance to approve the donation, adding: "The British Government is committed to supporting the Nepalese Government." Maoist aggression He said the aircraft were "suited to search and rescue missions", but accepted they could assist Nepalese military operations. It is understood that the two aircraft are 9-seat transport and reconnaissance vertical-takeoff jets, suited for Nepal's mountainous terrain. "It's not sufficient to concentrate on development issues," the Foreign Office spokesman said. "Maoist aggression is a problem in Nepal." Jack Straw told MPs last year that Nepal's "Maoist terrorist groups ... are vicious beyond belief". But the Nepalese security forces have also been widely criticised for human rights abuses. Last October Denis MacShane told the House that there was "credible evidence of human rights violations" being carried out by the Nepalese military. "Reports implicate the security forces in serious abuses such as illegal detentions, torture, disappearances, and summary executions," he said. The Foreign Office accepted that human rights abuses take place, but said Britain was pressuring Nepalese security forces to reform.

They claim to worry about the well-being of the hundreds of millions of people in the developing world who are living in poverty. In reality, their resistance to globalisation and their hostility to business make them an enemy of the world's poor. Maybe that's why people from developing countries are so rare in the ranks of the demonstrators. The power of the WEF comes from its influence over governments in shaping the global economy in the corporate interest. Governments are told to follow two paths. First, deregulate and privatise. This has been pursued in over 90 countries through structural adjustment policies of the World Bank and International Monetary Fund. The bitter legacy is growing poverty in all regions of the developing world, except China. Second, leave business to regulate itself. Corporations have promised to adopt voluntary ethical standards in response to growing public concern over social and environmental damage. But these have often been a public relations exercise to deflect criticism and the few companies that are implementing these standards compete at a disadvantage to the majority of companies that don't. The WEF model This is the WEF business model: unregulated, exclusive and beyond the reach of government. WDM and other groups from developed and developing countries are holding an alternative forum that challenges this model and proposes alternatives that prioritise poverty reduction, environmental sustainability and human rights. Above all, these groups emphasise that it is the role of governments to regulate markets in the public interest. Yet the pressure from business lobby groups is to regulate governments, not corporations, through international agreements. These would remove restrictions on business to pursue profits in any industry, in any country, at any cost. More free trade pacts This is most evident in the trade negotiations under the auspices of the World Trade Organisation which aim to extend free trade. It is not only external barriers to free trade that are under attack, but the power of governments to enact domestic regulation in the public interest. At stake is the future of public services accessible to all. Rebels kill Birgunj mayor Source: Kantipuronline BIRGUNJ, Jan 15 - Maoist rebels shot dead the Mayor of Birgunj Sub-Metropolis, Gopal Giri at Pipra Bahuari this morning.The 52-year-old newly appointed mayor had gone to meet the rebels at their request. Giri died instantly after receiving six bullets – one on the forehead and five on his back.Earlier, on December 13, the rebels had demanded half a million rupees as donation from the mayor."I cannot provide them with such a huge amount of money from the salary I receive, nor can I give them money from the city’s development budget," Giri is said to have narrated regarding a telephonic conversation between him and the rebels, weeks before his assassination. After he refused to meet their demand, the rebels on January 11 had ordered him to resign from his post."If my assassination leads your revolution toward success, you can kill me," Giri is said to have told the rebels over telephone. Giri had gone to Pipra Bahuari Tole this morning along with five assistants to hold talks with Maoist district-level leaders as per an arrangement.Tribhuvan Giri, one of the assistants who accompanied the mayor to Pipra Bahuari Village, said the mayor and two rebels went toward the bypass road on motorbikes after a short discussion in the village.According to Giri, after reaching the bypass road, the rebel who was riding pillion on the mayor’s bike asked him to stop. The rebel then shot dead Giri and sped away on the bike driven by his accomplice. They fled the scene within seconds, according to eyewitnesses.Tribhuvan said that after being shot the first time, the mayor uttered his last words, ‘Hey Bhagawan’, and fell to the ground. "But the rebel continued firing at the mayor even after he collapsed," he said.Smelling trouble, Tribhuvan had ridden pillion with another rebel and followed the mayor. The rebels had also shot at him but he was not hit. He says he managed to save his life by crawling on the ground and using his helmet as a shield.Minister for Physical Planning and Works Buddhiman Tamang, who came to pay tributes to the slain mayor said, "It is an act of cowardice on the part of the rebels to kill a politician."Giri, who started his career as a journalist some 17 years ago, was also elected to the central committee to the Federation of Nepalese Journalists. He was also elected as ward member of the Birgunj Sub-Metropolis twice in 2043 BS and 2049 BS.Giri is survived by his wife, two sons, a daughter and his 70-year-old mother.
