  1. झन्झट भिसाको - यादव भट्टराई 'विश्वविद्यालयमा भर्ना पाउनुभन्दा पनि भिसाको निकै ठूलो डर थियो ।' बेलायतको एक प्रतिष्ठित विश्वविद्यालयमा अध्ययन गर्ने भिसा प्राप्तभएपछि एक नेपाली विद्यार्थीले आफ्नो मनको कुरा फेसबुकमार्फत यसरी ब्यक्त गरे । संसारकै प्रतिष्ठित मानिने विश्वविद्यालयमा भर्ना पाएकाती विद्यार्थीले समेत भिसालाई एउटा जटिल प्रक्रियाका रूपमा चित्रण गरेबाट थाहा हुन्छ, भिसा हरेक विद्यार्थीको उच्च प्राथमिकतामा पर्छ । विदेश अध्ययन गर्न जाने अधिकांश नेपाली विद्यार्थीले भिसाको सम्भाव्यताअनुसार आफू जाने देश र विषय छनौट गर्ने एक सर्वेक्षणले देखाएको छ। काठमाडौंका करिब दुई दर्जन एजुकेसनल कन्सल्टेन्सीमा गरिएको एक सर्वेक्षणअनुसार उनीहरूकहाँ परामर्शका लागि पहिलो पटक आउने करिब९० प्रतिशत विद्यार्थीको पहिलो जिज्ञासा भिसासम्बन्धी हुन्छ । किन नेपाली विद्यार्थीहरू भिसालाई यति महत्त्व दिन्छन् ? उत्तर सहज छ, किनभने नेपालजस्ता गरिब देशका जनताले विकसित मुलुकको भिसाप्राप्त गर्न छनौटका धेरै कठिन चरण पार गर्नुपर्ने हुन्छ । लक्षित र जायज व्यक्तिले भिसा पाउनुपर्छ र पाइरहेका पनि छन्, तर जब विदेशी भूमिमाकसैले भिसाको दुरुपयोग गर्छन् र भिसा प्राप्त गर्न दूतावासमा नक्कली कागजात बुझाउँछन्, अनि दूतावासहरूले त्यस्ता गलत नियत भएकाव्यक्तिले भिसा नपाउन् भनेर भिसामा कडाइ गर्छन् । विभिन्न देशका दूतावासहरूले बेलाबखतमा झूटा कागजात पेस नगर्न आग्रह गर्दै सूचनाप्रकाशित गरिरहन्छन् । काठमाडौंस्थित 'द युनाइटेड स्टेट्स एजुकेसनल फाउन्डेसन (युसेफ-नेपाल) द्वारा आयोजित एक कार्यक्रममा आई ट्वान्टी (अफर लेटर) तथाभिसा ग्यारेन्टी भन्दै विद्यार्थीहरूलाई दिग्भ्रमित पार्नेहरूका पछाडि नलाग्न नेपाली विद्यार्थीहरूलाई अनुरोध गरेको थियो । अमेरिकी दूतावासलेअमेरिका छिर्ने नियतले यदि जानाजान झूटा कागजात पेस गरेको पाइए अमेरिका जान आजीवन प्रतिबन्ध लाग्न सक्नेसम्मको व्यवस्था भएकालेझूटा कागजात पेस नगर्न बेलाबखत सचेत गराउँदै आएको छ । दिल्लीस्थित अस्ट्रेलियन हाई कमिसन तथा युके बोर्डर एजेन्सीले पनि झूटा कागजात पेस गर्नु गम्भीर अपराध भएकाले त्यस्ता विवरण पेस नगर्नविद्यार्थीहरूलाई सजग गराउने गरेका छन् । काठमाडौंस्थित फिनल्यान्ड दूतावासको वेबसाइटमा भिसा, भर्ना, जागिर, आवासीय परमिटमिलाइदिन्छु भन्दै ठगी गर्ने गिरोहहरूसँग सजग रहन नेपाली विद्यार्थीहरूलाई सचेत गराइएको सूचना प्रकाशित गरिएको छ, जसले भिसाका लागिझूटा कागज पेस गर्छन् ती विद्यार्थी त भिसाका लागि अयोग्य हुन्छन् नै, साथै राम्रो शिक्षाका लागि विदेश जान खोज्ने इमान्दार र मेहनतीविद्यार्थीको समेत भिसा प्रक्रियामा समस्या खडा गरी दिन्छन् । गलत परामर्शले गर्दा पनि नेपालमा कतिपय भिसा रिजेक्सन हुने गरेका छन् । परामर्शदाताहरूले व्यक्तिको पृष्ठभूमि, क्षमता र वास्तविकस्वरूपलाई चित्रण गर्ने कागजात तयार गर्न सहयोग गर्नुभन्दा परम्परागत शैलीको भिसा चेक लिस्टमा आधारित भएर कागजात तयार पारिदिँदाभिसा आवेदन अस्वीकृत हुन्छ । प्राइभेट एजुकेसनल कन्सल्टेन्सीहरूको भर पर्नु हुँदैन, भिसासम्बन्धी सम्पूर्ण जानकारी आफू जान चाहेकोसम्बन्धित देशको एम्बेसीहरूबाट सजिलै प्राप्त गर्न सकिन्छ । नेपालमा भिसाका लागि भनेपछि जसले जस्तोसुकै कागजात पनि तयार गरिदिने संस्कृति छ। जस्तो भिसाका लागि हो भने घरजग्गामूल्याङ्कनमा इन्जिनियरले बढी नै मूल्याङ्कन गरेर भ्यालुएसन रिपोर्ट तयार पारिदिन्छन् । कम्पनी तथा व्यवसायीहरूले वास्तविकभन्दा धेरैसमय र तलब देखाएर कार्य अनुभवपत्र तयार पारिदिन्छन् । भिसा दलालहरूले आवश्यकताअनुसार सरकारी निकायका कागजातसमेत तयारपारिदिन्छन् । कतिपय अवस्थामा त दलालहरूले भिसाका लागि मात्र प्रयोग हुने भन्दै एकेडेमिक सर्टिफिकेट लगायत बैंक तथा वित्तीय संस्थाकाकागजातसमेत तयार गरी दिन्छन् । राजदूतावासहरूमा यस्ता नक्कली कागजात अर्थात् झूटा विवरण पेस गर्नेहरूका विरुद्ध नेपालकै प्रचलितकानुनअनुसार कारबाही गर्ने परिपाटी एकदमै कम छ, जसले गर्दा पनि यस्ता दलालहरूको सक्रियता कम भएको छैन । यस्ता झूटा कागजातहरू नैभिसा आवेदन अस्वीकृत हुनुको प्रमुख कारण हुन्छन् भन्ने धेरैले बुझेका छैनन् । भिसा प्राप्त गर्न नियतवश झूटा कागजात पेस गर्नु सबैभन्दा ठूलोमूर्खता हो । राजदूतावासहरूले यस्ता आवेदकहरूलाई आजीवन आफ्नो देश जान नपाउने गरी प्रतिबन्ध समेत लगाउन सक्छन् । झूटा कागजात पेसगर्नु गैरकानुनी काम हो । उनीहरूलाई नेपालकै प्रचलित कानुनअनुसार पनि कारबाही हुनसक्छ । आप्रवाससम्बन्धी हरेक देशका आ-आफ्नै किसिमका नियम-कानुनहरू हुन्छन् । तिनै नियमको परिधिमा रहेर दूतावासहरूले भिसाको निर्णय गर्छन्। कतिपय अवस्थामा लिखित नियम-कानुनको परिधिमा बाँधिएर काम गर्नुपर्दा कानुनमा उल्लेखित मापदण्डअनुसार पूरा गर्नुपर्ने प्रक्रियाहरूप्रमाणित हिसाबले पूरा नहुँदा उच्च पदस्थ व्यक्तिहरूको पनि भिसा आवेदन अस्वीकृत भएको पाइन्छ । राम्रा विद्यार्थीले पनि आफ्ना कुरा स्पष्टव्यक्त गर्न नसक्दा अथवा पुष्टि हुने खालका कागजात पेस नभएमा उनीहरूको भिसा अस्वीकृत हुनसक्छ । राजदूतावासहरूको भिसा शाखामा प्राय: अनुभवी व्यक्तिहरू हुन्छन्, जसले अन्तर्वार्ताबाट आवेदकको मनोविज्ञान सजिलै बुझ्छन् । कागजातहरूसत्य-तथ्य छन् कि छैनन् भन्ने कुरा सजिलै थाहा पाउँछन् । गलत नियतबाट विदेश जान खोजेको रहेछ भने त्यो कुरा उनीहरू सजिलै पत्तालगाउँछन् । व्यक्तिको हाउभाव, प्रस्तुति, शैली, मनोभाव तथा उसको व्यक्तित्व हेरेर भिसा अफिसरले आवेदकको पृष्ठभूमि, वास्तविक क्षमता,अनुभव, नियत र आधिकारिकता पत्ता लगाउन सक्छन् । भिसा शाखामा हरेक दिन कैयौं निवेदन आउँछन् । हरेक दिन कैयौं निवेदनको अध्ययनर प्रमाणीकरण गर्दा-गर्दा कर्मचारीहरू निखारिएका हुन्छन् । वास्तविक र योग्य आवेदक पहिचान गर्न उनीहरूलाई कुनै समस्या पर्दैन ।राजदूतावासको आँखामा छारो हाल्छु भन्ने नियतले आफूसँग असम्बन्धित कागजात पेस गर्नु, अनावश्यक गफ दिनु, प्रसंगबाहिरका कुरा गर्नुर्हुँदैन । आफू जे हो त्यही रूपमा नितान्त इमान्दार रूपमा प्रस्तुत हुनुपर्छ । विद्यार्थी भिसा अप्लाई गर्दा राजदूतावासहरूले विद्यार्थी साँच्चिकै पढ्नकै लागि जान लागेको हो भन्ने कुराको प्रमाण खोज्छन् । पढ्न जाने निउँमाअन्य प्रयोजनका लागि जान खोजेको रहेछ भने उनीहरूको भिसा अस्वीकृत हुन्छ । साँच्चिकै उच्च शिक्षा हासिल गर्छ भन्ने आधारका रूपमाउनीहरू विद्यार्थीको शैक्षिक क्षमता राम्रोसँग नियाल्छन् । यदि अंग्रेजी भाषामा पढिने कोर्स रहेछ भने अङ्ग्रेजीमा दख्खल भएको प्रमाण पनिखोजिन्छ । जस्तै टोफल, आईईएलटीएस, जीआरई । विद्यार्थीको विगतको विषयसँग रोजेको विषयको तालमेल कस्तो छ त्यो पनि हेरिन्छ । यदिविषय परिवर्तन गरिएको छ भने परिवर्तन गरिनुका स्पष्ट कारण खोजिन्छ । पढाइ सकेपछि कुनै पेसामा संलग्न छ वा पढाइमा ग्याप छ भन्नेकुराको राम्रोसँग विश्लेषण गर्छन् । राम्रो पढ्ने विद्यार्थी हो र विदेश गएर राम्रोसँग पढ्छ भन्ने आधारहरू पाएपछि मात्र भिसा उपलब्ध गराइन्छ ।यसमा विद्यार्थीहरूको प्रस्तावपत्र र त्यसलाई समर्थन गर्ने पत्रले पनि ठूलो महत्व राख्छ । त्यो देश किन जाने ? त्यो विषय किन पढ्ने ? त्यो विश्वविद्यालय किन छनौट गरेको, भावी योजनाहरू के छन् जस्ता कुरामा विद्यार्थीहरू प्रस्टहुनुपर्छ । आफू साँच्चिकै अध्ययन गर्न जान लागेको असल विद्यार्थी हुँ भन्ने कुरामा भिसा अधिकृतलाई आश्वस्त पार्नुपर्छ । आफू त्यो देशमा पढ्नयोग्य भएको र उच्च शिक्षा प्राप्त गर्ने उद्देश्यले मात्र आफू त्यहाँ जान खोजेको हो भन्ने प्रमाण पेस गर्नुपर्छ । आफू अस्थायी बसोबासका लागि मात्र त्यो देशमा जान चाहेको र आफ्नो पढाइ सकेपछि आफ्नै देश र्फकन्छु भन्ने कुरामा भिसा अधिकृतलाईआश्वस्त तुल्याउनु पर्छ । यसको अर्थ कुनै पनि विद्यार्थीले आप्रवासी हैसियत दाबी नगरोस् भन्ने हो । आफ्नो पढाइ सकेपछि नेपाल र्फकन्छु भन्नेकुराको गतिलो प्रमाण भिसाका लागि चाहिने महत्त्वपूर्ण पक्ष हो । यसका लागि राजदूताबासहरूले विद्यार्थीको आफ्नो देशसँगको सम्बन्ध खोतल्नेप्रयास गर्छन् । आफूसँग यस्ता सामाजिक, आर्थिक, सांस्कृतिक तथा पारिवारिक सम्बन्धहरू छन् जसले नेपाल र्फकन बाध्य पार्छन् भन्ने कुरामाभिसा अधिकृतलाई विश्वस्त पार्नुपर्छ । जस्तै, नेपालमा परिवार, श्रीमती, छोराछोरी छन् भने र्फकने आधार बलियो देखिन्छ, परिवारको नेपालमाव्यवसाय/कारोबार/व्यापार प्रशस्त छ भने तपाइर्ं र्फकनुहुन्छ भन्ने आधार बन्न सक्छ । आफू तथा आफ्नो परिवारको घरजग्गा, गाडी, उद्योग- कलकारखाना प्रशस्त छ भने तपाईं र्फकनुहुन्छ भन्ने आधार हुन्छ । नेपालमा राम्रो सामाजिक हैसियत छ वा करियर नेपालमै छ भन्ने देखिन्छभने पनि त्यो अर्को एउटा आधार हुन्छ । यस्ता धेरै आधार मिल्यो भने मात्र भिसा प्राप्त गर्न सकिन्छ । आर्थिक क्षमता अर्को महत्त्वपूर्ण पक्ष हो । पढाइ, खाने-बस्ने जस्ता अन्य खर्च गर्न सक्ने क्षमता छ भन्ने कुरामा दूतावासलाई आश्वस्त तुल्याउनसक्नुपर्छ । विदेशमा हुने महँगो खर्च धान्न सक्ने हैसियत आफूमा छ भन्ने विश्वासिलो आधार प्रस्तुत गर्नुपर्छ । छात्रवृत्ति वा कसैले आर्थिकभरोसा दिएको छ भने उक्त रकम विद्यार्थीको पहुँचमा छ र आवश्यकताअनुसार विद्यार्थीले खर्च गर्न सक्छ भन्ने कुरामा राजदूतावासलाईआश्वस्त बनाउन सक्नुपर्छ ।   2. विद्यार्थी ‘एनआरएन’ होईनन् यादब भट्टराई ‘गैरआवासीय नेपाली संघ अमेरिकामा चुनावी माहोल तातिएको छ, तर अमेरिकामा अध्ययनरत नेपाली विद्यार्थीहरु भने चुपचाप छन्,’ गैरआवासीय नेपाली संघ अमेरिकाको चुनावी चहलपहल बढिरहेको बेला अमेरिकामा अध्ययनरत एक नेपाली विद्यार्थीले फेसबुकमा लेखेको स्टाटस हो यो। गैरआवासीय नेपाली संघमा हुने अस्वस्थ राजनीतिक अभ्यासले गर्दा विद्यार्थीहरुमा चुनावी चासो नदेखिएको उनको तर्क थियो। तर, नेपाली विद्यार्थीहरुलाई संघको चुनावी गतिबिधीले नछुनुमा अन्य धेरै कारणहरु पनि छन्। यसै पनि विदेशमा अध्ययनरत धेरैजसो नेपाली विद्यार्थीहरु आ-आफ्नै समस्यामा रुमलिरहने र अध्ययन तथा काममा ब्यस्त भईरहनुपर्ने हुनाले बाहिरी दुनियालाई वेवास्ता गर्नुपर्ने बाध्यता छ। उनी लगायत विदेशमा अध्ययनरत लाखौं नेपाली विद्यार्थीहरुलाई एउटा कुरा के जानकारी छैन भने विदेशी शैक्षिक संस्थामा अध्ययनरत नेपाली नागरिकहरु कानुनत गैर आवासीय नेपाली मानिदैनन्। विदेशस्थित शैक्षिक संस्थामा अध्ययनरत नेपाली नागरिकहरुलाई नेपाल सरकारले एनआरएनको मान्यता दिएको छैन र गैरआवासीय नेपाली संघमा आबद्ध हुन बैधानिक हिसाबले मिल्दैन भन्ने कुरा धेरैलाई थाहै छैन। गैरआवासीय नेपालीको सम्बन्धमा ब्यवस्था गर्न बनेको गैरआवासीय नेपाली सम्बन्धि ऐन २०६४ अनुसार ‘गैर आवासीय नेपाली’ भन्नाले नेपाली मूलको विदेशी नागरिक सम्झनुपर्छ र सो शब्दले विदेशमा बस्ने नेपाली नागरिकसमेतलाई जनाउछ भनि परिभाषित गरिएको छ। ‘विदेशमा बस्ने नेपाली नागरिक’ भन्नाले सार्कको सदस्य मुलुकमा बसोवास गरेको, नेपाल सरकारबाट खटीई विदेशस्थित कुटनैतिक नियोग वा महावाणिज्य दूतावासमा बहाल रहेको र विदेशस्थित शिक्षण संस्थामा अध्ययन गरिरहेको नेपाली नागरिक बाहेक कुनै पेशा, व्यवसाय र रोजगारी गरी विदेशी मुलुकमा कम्तीमा दुई वर्ष बसोवास गरेको नेपाली नागरिक सम्झनुपर्छ भनि अझ विस्तृतमा ब्याख्या समेत गरिएको छ। नेपाल सरकारको यो परिभाषाको सोझो अर्थ के हुन्छ भने विदेशी शैक्षिक संस्थाहरुमा अध्ययन गरिरहेका नेपाली नागरिकहरु गैरआवासीय नेपालीमा गणना हुँदैनन्। गैरआवासीय नेपाली संघले एनआरएनको यो परिभाषालाई लामो समय सम्म स्वीकारेको थिएन। तर जब संघको विधानमा नेपाल सरकारको परिभाषा अनुरुप एनआरएनको परिभाषा कायम नगरे संघ दर्ता नै हुन नसक्ने परिस्थीतिको सिर्जना भयो, गैरआवासीय नेपाली संघ नेपाल सरकारको अगाडी घुडा टेक्न बाध्य भयो। गैरआवासीय नेपाली संघको दसौं वार्षिकउत्सब तथा छैठौं विश्व सम्मेलनले नेपाल सरकारको परिभाषा अनुरुप नै एनआरएनको परिभाषा आफ्नो बिधानमा कामय गर्ने निर्णय गर्‍यो। सरकारसँग किचलो गरेर संघ नै दर्ता नहुने अबस्थामा पुग्नु भन्दा विद्यार्थीहरुलाई नसमेटेरै संघले अघि बढ्ने निर्णय गर्‍यो। जसको कारणले विश्वका बिभिन्न मुलुकमा अध्ययनरत लाखौंलाख नेपाली नागरिकहरु गैरआवासीय नेपाली संघको परिभाषामा अटाएनन्। भारत, बंगलादेश लगायत सार्क मुलुकमा बसोबास गर्ने नेपालीहरु यसै पनि एनआरएन मानिदैनथे। अब यो सूचीमा विदेशी शैक्षिक संस्थाहरुमा अध्ययनरत नेपाली नागरिकहरु पनि थपिएका छन्। यस परिस्थीतिले गर्दा केही गम्भीर प्रश्नहरु उब्जिएका छन्। जसको लेखाजोखा हुनु जरुरी छ। पहिलो प्रश्न गैरआवासीय नेपालीको संख्या कति त? भन्ने छ। भारत लगायत सार्क मुलुकमा बस्ने नेपाली र विद्यार्थीहरुलाई एनआरएन नमान्ने हो भने गैरआवासीय नेपाली संघले दावि गरे जस्तै के एनआरएनको संख्या करिब ३५ लाख नै छ त? यसैपनि संघमा आधिकारिक रुपमा करिब एक लाखको हाराहारीमा सदस्यहरु आबद्ध भएको बताईन्छ। सार्क मुलुकमा बस्ने र विदेशि शैक्षिक संस्थामा अध्ययन गर्ने नेपाली नागरिकहरु घटाउँदा एनआरएनको संख्या लगभग १० लाख जति होला भनेर अनुमान गर्न सकिन्छ। विदेशका बिभिन्न शैक्षिक संस्थाहरुमा अध्ययन गरिरहेका नेपाली नागरिकहरुले गैरआवासीय नेपाली संघको सदस्यता लिन पाउछन् त? भन्ने अर्को प्रश्न यसले खडा गरिदिएको छ। अहिले पनि गैरआवासीय नेपाली संघमा प्रशस्त मात्रामा नेपाली विद्यार्थीहरु सदस्य रहेका छन्। अझ कतिपय देशमा त नेपाली विद्यार्थीहरु संघको कार्य समितिमै छन्। कानुनत एनआरएन नै नमानिने जगतलाई कुन बिधि र प्रकृयाका आधारमा संघले सदस्यता बाँडिरहेको छ? यसको चर्चा हुनु जरुरी छ। गैरआवासीय नेपाली संघको नीति नियम तथा कार्यक्रमहरुमा विद्यार्थीहरुका मुद्दाहरु नसमेटिनु तथा विदेशस्थित नेपाली कुटनीतिक नियोगहरुको प्राथमिकतामा पनि विद्यार्थीहरु नपर्नुले विद्यार्थीका समस्याहरु कसले सम्बोधन गर्ने भन्ने गम्भीर प्रश्न पनि यसले उब्जाईदिएको छ। आजका विद्यार्थीहरु नै भोलिका कर्णधार हुन् भन्ने मान्यतालाई सबैले स्वीकार गरेपनि विदेशमा अध्ययनरत नेपाली नागरिकहरुको ज्ञान, सीप र अनुभबलाई प्रबर्द्धन र ब्यबस्थित गर्नका लागि कुनै ठोस योजना , कार्यक्रम र नीतिहरु सरकारी तथा गैरसरकारी कुनै पनि निकायसंग नहुनु दुखद कुरा हो। नेपाल सरकारले आफ्ना नीति तथा कार्यक्रमहरुमा नै विदेशी शैक्षिक संस्थाहरुमा अध्ययनरत विद्यार्थीहरुका सरोकारलाई पनि महत्वका साथ संलग्न गरी अगाडि बढ्नु अत्यन्तै जरुरी देखिन्छ। लेखक विश्वब्यापी नेपाली विद्यार्थी संगठनका अध्यक्ष हुन्। (सेतोपाटी मा प्रकाशित) ! प्रकाशित मिति: बिहिबार, बैशाख ३, २०७२ ०७:३३:२७
  3. विदेशको पढाई: अवसर जति उति नै चुनौति - यादव प्रसाद भट्टराई आर्थिक वर्ष २०७१⁄०७२ मा मात्रै ३० हजार ६ सय ९६ नेपाली विद्यार्थीले शिक्षा मन्त्रालयबाट वैदेशिक शिक्षाकालागि 'नो अब्जेक्सन लेटर' लिएका छन्। अध्ययनका लागि भारत जाने विद्यार्थीले यस्तो लेटर प्राय: नलिने भएकाले भारत जाने नेपाली बिद्यार्थी कति छन् भन्ने लेखाजोखा नै छैन । अमेरिकाको इन्स्यिुच्युट अफ इन्टरनेशनल एजुकेशनले सार्वजनिक गरेको प्रतिवेदन अनुसार आर्थिक वर्ष २०१४/०१५ मा मात्रै ८ हजार १ सय ५८ नेपाली बिद्यार्थ अध्ययनका लागि अमेरिका पुगेका थिए। नेपालमा राजनीतिक अस्थिरता हुनु, नेपाली शैक्षिक संस्थाहरुले बिद्यार्थीको चाप थेग्न नसक्नु, बिद्यार्थीको चाहना र आवश्यकता अनुसारका सुबिधा सम्पन्न तथा गुणस्तरिय शिक्षा प्रदान गर्ने शैशिक संस्थाको अभाव हुनु र नेपालमा रोजगारीको अवसर नहुनु जस्ता कारणले अब वैदेशिक शिक्षा रहर मात्र नभएर बाध्यता भइसकेको छ। वैदेशिक रोजगारीमा रहेका र शहर केन्द्रित मध्यम वर्गको अहिलेको पहिलो प्राथमिकता भनेकै आफ्ना छोराछोरीलाई वैदेशिक अध्ययनमा पठाउनु रहेको छ। आफ्नो देशभित्र सूविधा सम्पन्न तथा गुणस्तरिय उच्च शिक्षाको अवसर नभएको नेपाल जस्तो मुलुकले विश्वस्तरिय दक्ष जनशक्तिको रुपमा तयार हुन वैदेशिक शिक्षाको भरपुर उपयोग गर्नुको विकल्प छैन। आजको आवश्यकता भनेको त विदेशमा नेपाली बिद्यार्थीले सिकेको ज्ञान, सीप, प्रविधी, क्षमता र अनुभवलाई नेपाल र नेपालीको हितमा लगाउने अवस्थाको सिर्जना गरिनु हो। रास्ट्रवादको नाराले मात्र कुनै योग्यव्यक्ति नेपाल फर्किन सक्ने अवस्था अहिले नरहेकोले त्यस्को लागि राज्यसँग दक्ष जनशक्ति परिचालन गर्ने स्पष्ट दृष्टिकोण हुनु जरुरी छ। भारत, चीन र कोरिया जस्ता मुलुकको प्रगतीमा विदेशमा अध्ययन गरेका विद्यार्थीको ठूलो योगदान छ भन्ने गरिन्छ तर यी देशले अवसर प्रदान गरेकाले बिद्यार्थी आफ्नो देशमा फर्केका हुन्। त्यसैले पहलकदमी राज्यकै हुनुपर्दछ। वैदेशिक शिक्षामा जानेमध्ये करिब ७५ प्रतिशत विद्यार्थी अध्ययन पछि आफ्नो देश फर्कने गरेको विवरण चीनको शिक्षा मन्त्रालयले सार्वजनिक गरेको छ। करिब ७५ प्रतिशत विद्यार्थीलाई आफ्नो देश फर्काउन सफल हुनुको पछाडि पक्कै पनि चीनसँग बिशेष किसिमका नीति, नियम र योजनाहरु होलान् भन्ने अनुमान गर्न सकिन्छ। तर विदेशमा अध्ययनरत नेपाली नागरिकको ज्ञान, सीप र अनुभव प्रबर्द्धन र व्यवस्थित गर्नका लागि कुनै ठोस योजना, कार्यक्रम र नीति भने नेपाल सरकारी तथा गैरसरकारी कुनै पनि निकायसँग छैन। विदेशस्थित नेपाली कुटनैतिक नियोग तथा राजदुतावासका प्राथमिकतामा एकातिर विदेशस्थित शैक्षिक संस्थामा अध्ययनरत नेपाली विद्यार्थीका मुद्धा कहिले पनि परेका छैनन भने अर्कातिर नेपाली विद्यार्थीले सिकेको ज्ञान, सीप, अनुभव र क्षमतालाई व्यवस्थित तरिकाले नेपाल र नेपालीको हितमा लगाउनु पर्छ भन्ने सोच नै यी निकायमा देखिँदैन। शिक्षा मन्त्रालयले पनि विदेशमा अध्ययन गर्ने लाखौं नेपाली विद्यार्थीहरुको भूमिकाको अवमुल्यन गरेको छ। नेपाल सरकार मार्फत छात्रवृद्धि प्राप्त गरेको नेपाली विद्यार्थी फर्केपछि शिक्षा मन्त्रालयको समन्यवमा सरकारलाई सेवा गर्नुपर्ने प्रावधान राखिनुबाहेक अन्य विभिन्न स्रोतबाट वैदेशिक अध्ययनमा गएका नेपालीको जिम्मेवारीबारे छात्रवृत्ति सम्बन्धि ऐन तथा नियमावलीमा कुनै कुरा उल्लेख गरिएको छैन। विदेशका शिक्षण संस्थामा उच्च शिक्षा अध्ययन गर्न चाहने विद्यार्थीहरूका लागि शैक्षिक परामर्श सेवा दिने र उक्तकार्यमा संलग्न विभिन्न निकायको भूमिका स्पष्ट गर्न आवश्यक भएको’ भन्दै शिक्षा मन्त्रालयले ‘शैक्षिक परामर्श सेवा तथा भाषा शिक्षण सम्बन्धि निर्देशिका’ जारी गरेको छ। यसबाट केहिहदसम्म भएपनि उच्च शिक्षा अध्ययन सम्बन्धि परामर्श सेवालाई व्यवस्थित गर्ने र शैक्षिक परामर्श कार्यमा संलग्न निजी क्षेत्रका संस्थालाई मर्यादित र अनुशासित बनाउन थालिएको राम्रै मान्नु पर्छ। तर, अनुगमन, निरिक्षण र मुल्याङ्कन सम्बन्धि कुनै ठोस व्यवस्था निर्देशिकामा नभएको र विद्यार्थीहरुको संलग्नतालाई बेवास्ता गरिएकोले नेपाल सरकार, परामर्शदाता संस्था, अध्ययन गर्ने संस्था र विद्यार्थीबीच सम्बन्ध कायम गर्न यो निर्देशिका पनि पूर्णत अफसल भएको छ। युवा राजनीतिक, आर्थिक र सामाजिक परिवर्तनका संवाहक भएकाले राष्ट्रिय नीतिबाट विशेषरूपमा सम्बोधन गरी राष्ट्र निर्माणमा अग्रसर गराउन भन्दै युवा तथा खेलकुद मन्त्रालयद्वरा ल्याइएको राष्ट्रिय युवा नीति २०७२ तथा राष्ट्रिय युवा नीति लाई कार्यान्वयन गर्न निर्माण गरिएको युथ भिजन –२०२५’ सहितको दश बर्षे रणनीतिक योजनामा समेत विदेशमा अध्ययनरत लाखौं नेपाली युवा बिद्यार्थीलाई युवा सम्बन्धि विषयको नीति निर्माणदेखि कार्यान्वयन तहसम्म आवश्यकता अनुसार संलग्न गराई राष्ट्रिय विकासको मूलप्रवाहमा समावेश गर्ने सम्भावनाको परीकल्पना गरिएको छैन। गैरआवासीय नेपालीको सम्बन्धमा व्यवस्था गर्न बनेको गैरआवासीय नेपाली सम्बन्धि ऐन अनुसार विदेशी शैक्षिक संस्थामा अध्ययन गरिरहेका नेपाली नागरिक गैरआवासीय नेपालीमा गणना हुँदैनन्। एनआरएनको परिभाषामै विद्यार्थी नपर्ने भएकाले गैरआवासीय नेपाली संघको नीति नियम तथा कार्यक्रमहरुमा पनि विद्यार्थीका मुद्दा समेटिने सम्भावना रहेन। यसरी विदेशमा सिकेको ज्ञान, सीप र प्रबिधी देशमा भित्राउन सक्ने प्रचुर सम्भावना भएका विद्यार्थीलाई विद्यमान रहेका सबै औपचारिक राष्ट्रिय संयन्त्रबाट अलग्याउन खोजिएको छ। यसर्थ गुणस्तरीय शिक्षाका लागि विदेशमा अध्ययन गर्न गएका युवा विद्यार्थीका सरोकारलाई सम्बोधन गर्ने तथा विदेशमा उच्च शिक्षा हसिल गरेका दक्ष जनशक्तिलाई देश विकासका लागि फर्काउन शिक्षा मन्त्रालय, युवा तथा खेलकुद मन्त्रालय, राष्ट्रिय योजना आयोग, विश्वविद्यालय अनुदान आयोग र परराष्ट्र मन्त्रालय लगायतका सरोकार राख्ने सबै निकायहरुको समन्वय रहने गरी छुट्टै प्रभावशाली संयन्त्र विकास गर्नु अत्यन्तै आवश्यक भएको छ। विनासकारी भूकम्पपछि अहिले देश पुन:निर्माणको चरणमा प्रवेस गरेको अवस्थामा त विदेशमा उच्च शिक्षा हसिल गरेका दक्ष जनशक्तिको अझ बढी खाँचो छ। मलेसिया, कोरिया तथा खाडी मुलुकमा पसिना चुहाउने नेपालीहरुले पठाएको रेमिट्यान्सबाट जसरी देशको अर्थतन्त्र धानिएको छ भनिन्छ त्यसैगरी यूरोप, अष्ट्रेलिया, अमेरिका लगायतमा रहेका नेपाली बिद्यार्थीले चाहिँ सीप र प्रबिधी भित्र्याउनु पर्छ। वैदेशिक अध्ययनमा गएका विद्यार्थीलाई   4. भारतको भिसा राजनीति, किन सारिदैंछन् नेपालबाट भकाभक भिसा सेक्सन नयाँदिल्ली? - यादव प्रसाद भट्टराई अस्ट्रेलिया तथा क्यानाडाले धेरै पहिलेदेखि नै नेपालीको भिसा प्रक्रिया दिल्लीस्थित हाई कमिसनबाट गरिरहेका छन् । नेपालको सबैभन्दा पुरानो कुटनैतिक मित्रराष्ट्र बेलायतले नेपालमै पूर्वाधार सम्पन्न दूतावास हुँदाहुँदैं पनि आफ्नो भिसा शाखा नेपालबाट हटाई दिल्ली सा¥यो । फ्रान्सले पनि नेपालमा भएको आफ्नो भिसा शाखा बन्द ग¥यो । मेक्सिको तथा पोर्चुगल, स्पेनलगायत अन्य धेरै यूरोपियन मुलुकहरुको भिसा प्रक्रियाको लागि नेपालीहरु दिल्ली नै धाउनुपर्ने अवस्था छ । अब डेनमार्क तथा जर्मनीलगायतले पनि नेपालमा रहेको आफ्नो भिसा शाखा बन्द गरेर दिल्लीमा रहेको आफ्नो हाई कमिसन वा एम्बेसीबाट नै नेपालीलाई भिसा दिने नियम लगाए भने पनि अचम्म नमाने हुन्छ । यी घटनाक्रमहरुले स्पष्ट के देखाउँछन् भने पश्चिमा राष्ट्रहरुको प्राथमिकतामा नेपाल पर्न सकेको छैन । भारतले नेपालमाथि थोपरेको अमानवीय नाकाबन्दीको विरोध कुनै पनि विकसित राष्ट्रहरुले खुलेर गर्न नसक्नु वा नगर्नुले एकातिर अन्तर्राष्ट्रिय जगतले नेपाललाई बेवास्ता गरेको प्रस्ट देखिन्छ भने भने अर्कोतिर यूरोप, बेलायत, अस्ट्रेलियालगायतका मुलुकहरुले भारतलाई दिएको उच्च प्राथमिकताबाट नेपाल छायाँमा परेको आभास हुन्छ । नेपाललाई विश्व समुदायबाट अलग्याउने भारतीय रणनीति अनुरुप नै यस्तो भइरहेको त छैन् भन्ने गम्भीर आशंका पनि यसले उब्जाइदिएको छ । पश्चिमाहरुको सम्बन्ध भारतसँग जति—जति सुमधुर हुँदै जान्छ, नेपालसँगको सम्बन्ध र सक्रियता त्यति–त्यति नै घट्दै जानुलाई भारतीय षड्यन्त्रसँग जोडेर हेर्न थालिएको छ । उदाहरणको लागि नेपालमा नाकाबन्दी गरेकै अवस्थामा बेलायत भ्रमण गरेका भारतीय प्रधानमन्त्री नरेन्द्र मोदी र बेलायतका प्रधानमन्त्री डेबिड क्यामरुनद्वारा जारी गरिएको संयुक्त वक्तब्यमा नेपालको विषयमा कुरा उठाइयो । यसैगरी, बेल्जियमको ब्रसेल्समा सम्पन्न भारत–इयू (युरोपियन युनियन) सम्मेलनपछि जारी संयुक्त वक्तव्यमा पनि नेपालको आन्तरिक मामिलामा चर्चा गरिएको छ । यसबाट नेपालले भोग्ने कुट्नीतिक, राजनीतिक र आर्थिक लाभहानीको त छुट्टै लेखाजोखा होला । तर, अहिले यो लेखमा भने भिसाको बारेमा चर्चा गर्न खोजिएको छ । नेपालमा भएका भिसा शाखाहरु बन्द भई भिसा प्रकिया नेपालीको लागि झन्झटिलो र जटिल बन्दै गर्दा नेपाली समुदायबीच यो मुद्धाले जबर्जस्त प्रवेश पाएको छ । नेपालीहरुले अस्ट्रेलियाको भिसा पाउन धेरै झन्झट बेहोर्नु परेकोले नेपालबाटै अस्ट्रेलियन भिसा दिने व्यवस्था गर्न अस्ट्रेलियन अधिकारीहरुसँग गैरआवासीय नेपालीहरुले आग्रह गरेको समाचार पनि केही समय पहिले आएको थियो । अहिले अस्ट्रेलियामा चुनावी सरगर्मी चल्दैं गर्दा त्यहाँका नेपालीहरुले घरमा आउने हरेक नेताहरुलाई पनि अध्यागम विभाग नेपालमै स्थापना गर्न माग गरिरहेका छन् । नेपालीलाई दिल्लीबाट भिसा जारी गर्दा के अस्ट्रेलियालगायतका पश्चिमा देशहरुको भिसा नीति मै फरक पर्ने हो त ? भिसा प्रक्रिया झन्झटिलो हुने र समय धेरै लाग्नेबाहेक नीतिगत रुपमै नेपालप्रतिको भिसा नीतिमा फरक अवश्य पनि नहोला । तर, नेपालीलाई भिसा दिने केन्द्रहरु भारतमा हुनु चाहिँ नेपाल र नेपालको लागि राम्रो होइन । नेपालप्रति भारतको दृष्टिकोण हेपाहा प्रवृत्तिको रहेको कुरा कतै लुकेको छैन् । अस्ट्रेलिया तथा पश्चिमा देशहरुका दिल्लीस्थित हाई कमिसन र दूतावासहरुमा धेरै भारतीय कर्मचारीहरु कार्यरत छन् । भारतीय तथा भारतीय मुलका कर्मचारीहरुले पनि त्यही हेपाहा प्रवृत्ति नेपाल र नेपाली भिसा आवेदकप्रति देखाउन थाले भने चाहिँ नेपालीले झन बढी झन्झट ब्यहोर्नुपर्ने देखिन्छ । विशेषगरी बेलायत, अष्ट्रेलिया र क्यानाडाको भिसा आवेदन दिने नेपालीहरुलाई ती देशका दिल्लीस्थित हाई कमिसनमा कार्यरत भारतीय वा भारतीय मुलका कर्मचारीहरुले नियतबस दुःख दिने गरेको र भेदभाव गरेको गुनासोहरु धेरै सुनिने गरेको छ । हुन त, भिसा भनेको सम्बन्धित देशको निजी मामला भएकोले अरुले धेरै टिप्पणी गर्नु त्यति उचित मानिदैंन तर, पनि नेपालले विकसित देशहरुसँग कुट्नीतिक सम्बन्धलाई फराकिलो बनाउँदै ती देशका भिसा शाखाहरु नेपालमा नै सञ्चालन गराउन पहल गर्नुपर्ने टड्कारो आवश्यकता देखिएको छ । यतिमात्र होइन, भिसा लागिसकेपछि पनि नेपालीहरुले सास्ती माथि सास्ती खेप्नु परेको तथ्य कतै लुकेको छैन् । दिल्लीस्थित इन्दिरा गान्धी अन्तर्राष्ट्रिय विमानस्थल हुँदै विशेष गरी यूरोप, अष्ट्रेलिया र अमेरिका जाने नेपालीहरुले एअरपोर्ट मै निकै झमेला बेहोर्नु परिरहेको छ । भारतीय विमान कम्पनीहरुका कर्मचारीहरुले अत्यन्तै हेपाहा तरिकाले गर्ने प्रश्न, अनावश्यक रुपमा गरिने खोजी नीति, कति पैसा बोकेको छ ? भनेर छामछुम गर्ने लगायतका हर्कत गरेर नेपालीहरुलाई दुःख दिनकै लागि नियतवश गरिने काम हुन । सुरक्षा तथा मानव तस्करी लगायतका कारणले एयरपोर्टहरु संवेदनशील हुनु स्वभाविक भएपनि दिल्ली एयरपोर्टमा भने नेपालीहरुलाई हेप्ने नै मनशाय राखेर केरकार गरिन्छ । जुन देश जाने हो, त्यही देशका अध्यागमन अधिकारीहरुले गर्नुपर्ने चेक जाँच भारतीय विमान कम्पनीका कर्मचारीहरुबाट गरिदा नेपालीहरु अत्यन्तै अपमानित हुनु परिरहेको छ । उनीहरुको यस्तो हर्कतका अगाडी बाध्यतावस नेपाली स्वाभिमान झुकाउनु परेको महसुस धेरै नेपालीले गर्ने गरेका छन् । नेपालले अफगानिस्तान, घाना, जिबाम्बे, सोमालिया, एथियोपिया, सिरियालगायतका एक दर्जन मुलुक बाहेक सबै देशका लागि एयरपोर्टमै ‘अनअराइभल’ भिसा दिने गर्छ । तर, हामी भने नेपाली भएकै कारणले कहिलेसम्म भिसाको लागि तनाव झेल्नुपर्ने ? हरियो पासपोर्ट बोकेकै भरमा कहिलेसम्म हेपाइ खाइ रहनुपर्ने ? नेपालीपत्रमा प्रकाशित: http://www.nepalipatra.com/news/trend/visa-problem-nepal-new-delhi-politics/5023#sthash.0dGjQOAv.dpuf

  7. Pravin Chhetri, had almost forgotten that he had paid hundreds of thousands of ammount to the consultancy when he got visa. But After reaching London, college asked for money with him again. Consultancy had cheated on him by not transferring money to the college. Pritam Shrestha of Pokhara had applied in one college of Ireland paying 5,500 Euro (Almost 6 lakhs and 21 thousands NRS). But his visa was rejected. Both college and consultancy hesitate to give his money back. He got his money back a year after, taking legal action. Himal Kandel of Butwal has gone to study in London, in the Tier 4 visa. His college was blacklisted for not fulfilling requirements. He had to return back to Nepal without completing his degree. Aforementioned are just a few instances about how students are being cheated by educational consultancies in Nepal. Some consultancies also mislead students by saying, their people will come in abroad to receive students, they will take care of their dwellings initially, also help them to get jobs, etc etc. It's normal for students to aspire for the international degree to keep the pace with global demand. Each year thousands of Nepalese students go abroad for study purpose. During 2067/2068; 11,912 had applied for 'No Objection Letter' from MOE( Ministry of Education). Lots of student had gone to London during Tier 4 visa rule to UK. Those students are being unable to utilize the opportunity of abroad-study nicely. Instead of studying, many students are doing jobs listening to others. It makes their abroad stay more complicated. They have to use negative means for visa and admission. They not only are wasting a lot of money, sometimes they are also obliged to use the illegal means. In Nepal, consultancies are even applying on behalf of students, with the fake academic documents. Some students who are doing so might be rejected before they get the visa. And those who get the visa will have to get lots of tortures in abroad. It also creates negative images to the overall Nepalese students. There are some incidents of Embassy taking police actions in accusation of applying with fake documents. The academic performance and their talent is all what it takes to get scholarship abroad, still consultancies are misleading the students wittering they can help them to get scholarship. Consultancies can do absolutely nothing in the University admission process, scholarship application and Residence permit or visa Moreover, good universities want students to apply themselves instead of using third party or agencies. Every universities and colleges have their own criteria for the scholarships. Nowadays many colleges need 'Application Essay' for admission, with which they are examining the motivation level and intention of student. That application essay should be written with regards to the previous experience of particular student. If students make other write essay for them, that could sound fake and off-topic. It can have negative impact on admission and scholarship process. In the visa process no country entertain any clouts. All information for visa process is available on the web page of specific country. And if students ask anything about visa to the embassy in their email, they will reply in no time. If students cannot use that, it's the weakness of the student themselves. Rajendra KC (studying in UK since 10 years) says "We are wasting hundreds of thousands of money, for the things which we can do ourselves free of cost." Students should have idea about, which country they want to apply for? What are the minimum requirements of the subjects they wish to study? What is the reason of choosing specific subject? Which university is best for the course they want to study? What they need to have for the scholarship? What is the admission criteria? How is the visa process for corresponding country? How is the job opportunity? etc. If the students get the correct and reliable informations by themselves they don't have to face much hurdles in abroad too. A post-graduate student from Wageningen university Sita Batha Magar says "It's very rare to get students exploring about their further study themselves in our case. They can take information from the students who are already there as well." Foreign students are taken to benefit their country in most cases by many nations. There are lots of criteria and polices for the international students and most of the times they are in favour of native students. The rules are often being changed for international students. Some students fall in problem, when that country moves the goalpost. Currently working on UNFAO, Magar adds "We are underpaid because of our weak legal ground here. Forget about college tuition, that salary cannot cover even the food costs." Students admitted in colleges with low tuition fees especially in UK and Australia experience such hurdles more often. Colleges with poor infrastructure, unmanaged examination system and which curricula is not of university standard can be closed any time during regular government check up so students need to be aware of such things. Consultancies in Nepal are using such college as the stepping stone to send students abroad anyhow and make boatloads of money out of that. So the series of suffering of Nepalese students is not stopped yet. 587 students were deported two years ago in Australia in accusation of taking negative advantage with student visa. Among the deported ones, most the the students used to be absent in college, failing frequently and working against law. Student who is fully committed to study and who completes his application by himself/herself, is doing really great as well. ECAN chairman Rajendra Baral said "Students who are on scholarship are less likely to fall into troubles, but if the student's intention is work; that's is going to be the problem." And students who run out of money and starving students are not getting effective assistance from government agencies and also from NRN. Student residing abroad for 2 years is only considered NRN so new students are not getting proper assistance from NRN.   8. Across Continents is a European Voluntary Service (EVS) project, action 2 of the Youth in Action Programme of the European Commission. Across Continents is an enriching experience for the NGOs and volunteers involved. Through volunteering and international cooperation it aims to promote a culture of peace and human rights world-wide. Across Continents in Nepal Youth Human Rights Education Club (YHRE Club): WNSO has been implementing the European Voluntary Services (EVS) program in Kathmandu with coordination of CEIPES. This is a group EVS project which has been managing 4 volunteering placements in Nepal. YHRE Club is one activity carried out with students at higher secondary schools. Volunteers will collaborate in design the activities focusing on different themes each time (human rights, citizenship, youth policy etc), thus helping to give continuity to a project that requires a great participation. They will deal in the implementation of debates, BLOG competitions, workshops, painting, etc. School of disabled: Volunteers will be involved in workshops that involves recreational, educational and cultural activities (debates, festivals, cinema etc) and in mentoring students with disabilities, guiding them in their studies. Leisure activities in an orphanage: Volunteers will be involved in the entertainment activities in an orphanage that hosts children studying in public schools. The main role of the volunteers will be to support the staff of the orphanage for the free time activities with the children. The main themes of the activities were anti-discrimination and human rights education aiming to contribute to create a culture of peace and human rights for all and to enhance active participation through volunteering in schools and colleges. The program has been continued for 5 months at schools level in 2012 by the direct facilitation of Nepalese and European volunteers. The methodology of the HRE was in the framework of the non-formal education and peace education approach whereas experiential learning, cooperative learning, active participation, learning by doing were main components. Local stakeholders reported that the series HRE non formal activities strengthened the broad understanding of human rights and fundamental freedoms among students and helped to promotion of understanding, tolerance, gender equality and friendship among peers. The positive impact has observed in term of enrichment and diffusion of knowledge, skills and values of human rights issues and being aware about new aspects they were not before among the peers that increased competences to deliver HRE activities and new knowledge about human rights among students. The beneficiaries of HRE clubs have been operating the HRE clubs by their self efforts and disseminating the knowledge and skills among other peer students. Continuation from the beneficiaries after phase out and extending in grass root level is the prime factor of sustainability and replication of program- concerned experts said. Solely focusing the young people and students at education institutions to disseminate and promote the value and knowledge of Human Right is quite relevant in the present context of Nepal. It’s relevancy is further high when Nepal has been facing different types of severe human rights violation at different segments of people life, for examples, freedom of expression, voices for social inclusion, women and child rights, gender based violence, civic roles and responsibilities for peace, unity, cultural of peace and respect etc. The program was implemented in collaboration with CEIPES and Youth in Action Program supported by European Commission. It is likely the first program in Nepal by its approach and volunteering model of HRE in non formal education framework at schools and college level.     Across Continents

    Across Continents is a European Voluntary service (EVS) project. Through Volunteering and International cooperation it aims to promote a culture of peace and Human rights. Volunteers worked with children and youth from various contexts and background developing human aright education activities, arts, sports among others contributing to the community development and at the same time, learning valuable experiences and competences useful for their life at personal and professional level. WNSO implemented EVS program in Nepal in collaboration with CEIPES and the project was supported by youth in action program of European Commission. It was a group EVS program which managed four international volunteering placements in Nepal. There were four sending Countries: Italy, Spain, France and Netherlands. International volunteers worked together with Nepalese Volunteers to get the knowledge, Insights and ideas in different field of intercultural learning. The methodology used throughout the project in the framework of non- formal education and peace education approach: experiential learning, cooperative learning, active participation, learning by doing. In summary, the aim of this project was to help the community especially in the orphanage and disable centre and to work with peers of school/colleges for the inclusion and promote intercultural learning among volunteers. Across Continents Activities Activity 1 - Youth Human Right Education Club (HRE Club) at Higher schools/colleges students in Kathmandu valley Youth HRE club is one of the activities carried out by the WNSO-Nepal with students at higher secondary schools at Kathmandu Valley. Volunteers will be involved in the activities of the Club having a role of facilitating activities of various types with the students. The volunteers will collaborate in designing the activities of the youth club, focusing on different themes each time (human rights, citizenship, youth policy, environment, gender conflicts, etc.), thus helping to give continuity to a project that requires a great participation. Volunteers will collaborate in the organization and implementation of debates, BLOG competitions, workshops, painting, etc. This initiative will provide exceptional growth opportunities for young volunteers, who will acquire different skills useful both professionally and personally. - CCRC College, Kumaripati and SV College, Sankhamul are selected for the HRE club and HRE is continued since project inception in Nepal. Activity 2 - Assistance for people with disabilities at School of Disabled. Volunteers will be involved in workshops that involve recreational, educational and cultural activities (debates, seminars, festivals, cinema, etc.) throughout the programme periods. In addition volunteers will be involved in mentoring students with disabilities, guiding them in their studies. This activity will be implemented first together with the other mentors of the school and on a second moment, when the volunteers are familiar to the students and are themselves familiar with the task, they will do it by themselves (but in presence of the mentors and teachers). Working in collaboration with the School of Disabled will allow volunteers to gain experience in social welfare, and will bring a priceless added value to their individual growth. - SERC School of Disability, Baluwatar is selected for the support to children with disability. Activity 3 - Organize leisure activities in an orphanage. Volunteers will collaborate in the organization of entertainment activities in a orphanage in the city of Kathmandu. This orphanage hosts children that are studying in public schools and that have no family. Is part of the tasks of WNSO-Nepal to support these children also in their after school time as a way to ensure their full development. The main role of the volunteers will be to support the staff of the orphanage in the organization of free time activities with the children hosted in the orphanage. Volunteers will involve the children of the structure in various disciplines and practices of recreation, such as sports (tournaments of street ball, organized soccer leagues), creating workshops in painting, crafts, cooking, dancing, etc. Volunteers will be able to offer other workshops according with their abilities and interests of the children. Through helping to improve the living conditions of the orphaned children under the roof of host orphanage volunteers will learn life skills and the basic techniques of making orphaned pupil enthusiastic on life through sports, and other leisure activities. - Pabitra Orphange and Himalayan Orphanage, Dhapasi are selected for the support activities to the orphanages children. Activity 4 - Personal activity In the framework of the activities of WNSO, volunteers had the opportunity to develop a personal activity according with the own interests. This activity started only on the second half of the volunteering period giving this way the possibility to volunteers to adapt, learn the language and know the local reality. Learning outcomes are as follows: • Basic English and Nepalese language knowledge. • Ability to work in group as a team. • Creativity; Relations management ability. • Intercultural skills and attitudes. • Specific competences related with the tasks carried out: skills to work with children, disabled youth and youth in general, understanding of group dynamics, capacity to manage a group, skills in non-formal education activities, knowledge about human rights, ability to organize an activities’ schedule for a youth club, help to orphanage kids for personal development, knowledge and ability to mentor youth with disabilities, values and attitudes of solidarity and support to other, etc.

Worldwide Nepalese Students' Organisation - Nepal (WNSO-Nepal) is calling Nepalese Youth (ages 17 - 28) to submit their commitment essays on the topic : "I'm not emitting anymore". The context behind the essay contest is that the world leaders, this December 18 in Copenhagen, may or may not come up with some agreement to deal with the climate change. After 5 days from that day in Kathmandu, we are giving away 15 bicycles plus other things as prizes to the top 15 essayists. The December 18 is the commencing day of UNFCCC COP15 in Copenhagen, Denmark. Interested youth (ages 17-28, until 23 December 2009) are called to submit the handwritten-scanned essay (max. 240 words in English language) along with scanned citizenship and campus ID card (if applicable) to iycm-essays@wnso.org.
